Aviation security - the UK regulators' perspective

The Old Library, Lloyd's
Tuesday, 22 January 2019
1:10 pm – 1:55 pm (UK time)
    • Phil Dykins, Head of Aviation Security Regulation, CAA
  • Aviation & Space

In this IIL aviation lecture Phil Dykins will describe how aviation security regulation and compliance is undertaken within UK civil aviation, and offered thoughts about how this area might develop in the future.

In this presentation, Phil explained how in the UK, civil aviation represents one of the most complex and dynamic operational environments. As such, it also offers an attractive, iconic target for terrorists and, as such, the protection of civil aviation from terrorist action is an extremely high priority for the UK government. Commensurate with the complexity of the environment, the UK mandates highly demanding standards of aviation security in all sectors of the UK civil aviation industry: airports, airlines, cargo and in-flight supplies. He explained, how it falls to the CAA frame regulations and to oversee industry compliance. This is done in partnership with all UK civil aviation stakeholders. This lecture aimed to set out how this aviation security oversight is achieved and how existing arrangements might be improved in the future.

By the end of this lecture members would have gained an insight into:

  • How UK civil aviation is protected from terrorist attack through effective and stringent oversight by the UK civil aviation regulator
  • How aviation security policy, regulation and compliance is organised
  • How these arrangements might be improved in the future
